Nearly a million 16 to 24 year olds are not in work, education or training, and the youth unemployment rate has risen to its highest level since the pandemic.

The study warns this trend is damaging the economy, costing billions in lost productivity and support.

In response, some have proposed a “youth guarantee” offering all unemployed young people a paid job or training placement.

Advocates say it would improve skills and long-term prospects, while critics question the costs and practicality of delivering such a scheme at a national level.
