PPE procurement saw £13.6bn spent, but 11 billion items went unused and losses reached £10bn due to over-ordering and fraud.

The report warns that most public bodies were unprepared for crisis-scale spending and calls for reforms to ensure stronger controls and fraud prevention in future procurement and emergency response systems.
