Hertfordshire’s eleven councils are exploring how local government could be reshaped to deliver simpler, more sustainable, and more accountable services for 1.2 million residents.

The current two-tier system has created overlap and confusion, with responsibilities split between County and Districts. Two main options are on the table: two large Unitary Councils covering east and west Hertfordshire, or four smaller Unitary Councils serving around 300,000 people each.

Both aim to cut duplication and improve efficiency - but which would work best for residents?
