Should the UK treat China as a formal national security threat, even if it were to harm trade & diplomacy?

The UK’s domestic spy agency MI5 has publicly warned that Chinese state-actors target British politicians and institutions.  At the same time, a high-profile espionage case collapsed because prosecutors said the government refused to designate China as a “threat”.  This raises questions about whether economic engagement is being prioritised over security.
